New Orleans is a city known for its live music and vibrant street life. But since the arrival of COVID-19, there have been no more concerts or open bars, and the city has imposed strict limits on large social gatherings. But that hasn’t stopped a couple of area residents from spreading music — and joy — to their grateful neighbors. VOA's Julie Taboh has more.
