Iraqi President Jalal Talabani says Sunni Muslims will be given up to 25 seats on a commission charged with drafting the country's constitution.

Wednesday, Sunni leaders demanded more seats on the influential commission because they said they were underrepresented.

President Talabani says the proposal for more Sunni seats has still not been finalized.

Meanwhile, the U.S. military has confirmed that Marines in Fallujah detained 19 employees of a U.S. security firm after a shooting incident late last month.

The military said the men - 16 of whom are U.S. citizens - were held for three days after they fired on Iraqi civilians and U.S. forces in Fallujah. Officials say they are investigating the incident, but gave no further details.
