Military officials say the 11 were killed during a gunbattle early Friday. Officials say the militants opened fire after Indian troops ordered them to surrender.
India accuses Pakistan of arming and funding Kashmiri rebels, a charge Islamabad denies. Both nations claim all of Kashmir and have fought two of their three wars over the Himalayan region.
The two sides have been engaged in a peace process since January 2004 to resolve all of their disputes, including Kashmir.
