The U.S. government shutdown occurred because the United States Congress and the president couldn’t agree on funding the government as the new fiscal year began. Large donations from individuals provided backing for leaders who pushed for the political impasse, assisted by a Supreme Court ruling that allows donors to anonymously contribute to political action groups.
