Heavy Winds, Rain Disrupt Travel in Britain

The storm arrived overnight, forcing delays and cancellations on rail lines and at airports, and forcing authorities to shut down some roads and bridges. London's Heathrow airport said about 20 percent of its flights would be canceled Monday morning.
