Russia's upper house of parliament is expected to ratify the Russia-U.S. plutonium disposal treaty termination law October 12 in the latest curtailing of cooperation due to tensions over Syria. Failed cease-fire negotiations on Syria - and Russia's continued bombing campaign there - have plunged relations to a new low that analysts warn could spiral out of control.
