The Secretary-General of the Commonwealth says the decision by Pakistani President General Pervez Musharraf to retain his post as army chief is "below expectations."
Speaking Friday in New Delhi, Don McKinnon said he is pleased with some of General Musharraf's political measures -- which have included legislative elections.
However, he said the Commonwealth had expected General Musharraf to honor his promise to step down as army chief.
Last month, Pakistani President Pervez Musharraf reversed his 2003 pledge to relinquish his military post by the end of this year, saying most Pakistanis want him to remain in uniform.
He said he is considering keeping his military title because of security threats within the country.
