Organization of American States to Elect New Head

Members of the Organization of American States meet in Washington Monday to elect a new secretary-general.

Mexican Foreign Minister Luis Ernesto Derbez and Chile's interior minister, Jose Miguel Insulza, are running to succeed Miguel Angel Rodriguez, who abruptly resigned in October after only two weeks on the job because of corruption charges in his native Costa Rica. Mr. Insulza is said to have the backing of the majority of Caribbean countries in the 34-nation OAS.

A third candidate with strong U.S. backing, former El Salvadoran President Francisco Flores, dropped out of the race last Friday.

The organization is facing a major financial shortage. Total contributions from its members last year amounted to $67 million, at least $12 million short of its annual budget.
