OAS Head Frustrated at Nicaragua Dispute


The head of the Organization of American States says a political crisis in Nicaragua is the "most frustrating" problem in the region.

OAS Secretary-General Jose Miguel Insulza expressed concern Tuesday that the dispute between Nicaragua's President Enrique Bolanos and his rivals is not moving toward a resolution.

Nicaragua's opposition has accused Mr. Bolanos of campaign fraud, and is seeking reforms that would cut the president's powers.

Mr. Insulza has been calling on Nicaragua's opposition to delay debate on the proposed reforms until after presidential elections next year.

Mr. Bolanos is barred under constitutional limits from seeking another term. One of the top candidates seeking to replace him is Sandinista leader Daniel Ortega, himself a former president.
