Police have issued shoot-on-sight orders -- as deadly protests continue throughout India's northwestern state of Rajasthan.
The order was made Friday, with police targeting rioters who destroy government property.
At least 20 people have been killed as police and ethnic Gujjars clashed during this week's protests. Members of the Gujjar community are demanding greater access to the government's affirmative action program.
They want to be categorized as an official tribe, entitling them to special quotas for government jobs and educational opportunities.
The unrest has spread to India's capital city of New Delhi, where major highways remain blocked. Train service to and from Rajasthan has also been canceled, leaving many stranded.
Another Rajasthani community, the Meenas, is also threatening to riot -- saying it does not want Gujjars to be included in government quotas at their expense.
