A government study four years ago showed that African-Americans and other minorities were less likely to own computers or have access to the online world of access. This was called the "digital divide." However, a more recent report suggests the digital divide has narrowed significantly. Just how big the digital divide is, and what do do about it, has spurred a debate in Washington and around the country.
