France is threatening to veto a United Nations resolution that would lift sanctions against Libya unless Libya pays a larger settlement from the 1989 attack of a UTA airliner over Niger that killed 170 people.
Libya has already paid the families of those victims $33 million and has said it will not pay more.
Libya's official news agency, Jana, said Wednesday France's position could negatively affect French-Libyan relations.
Last week, Libya renounced terrorism and took responsibility for bombing Pan Am flight 103 over Lockerbie, Scotland, clearing the way for the resolution that would lift sanctions against Tripoli.
