European Union leaders met in person for the first day of a two-day summit Thursday to discuss topics ranging from Brexit to climate change to relations with Africa. The meetings came the same day EU sanctions against 6 Russian individuals and one entity believed to be involved in the assassination attempt on Putin critic Alexei Navalny went into full effect.
