The U.S. and Russia outlined other provisions in a statement released Saturday as U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov announced their agreement on Saturday in Geneva.
The statement says both nations have agreed on the "importance of rapid destruction" of equipment that could be used to produce or mix chemical weapons.
It also outlines three target dates as part of the process of ridding Syria of chemical weapons.
The statement says the Organization for the Prohibition of Chemical Weapons should complete its initial on-site inspections in Syria by November. Also, the U.S. and Russia say Syria's production, mixing and filling equipment should be destroyed by November.
And finally, the two nations are calling for a complete elimination of Syria's chemical weapons material and equipment by the first half of 2014.
Under the proposal, the U.N. Security Council could take action if Syria violates provisions of the plan.
