A Kremlin spokesman suggested Tuesday that a call by Russian opposition leader Alexi Navalny to boycott next year's presidential election may be illegal. Authorities in Xinjiang, China launched what they call a new "relatives' week" program this month, which requires local civil servants to spend a week with Uighur families in rural areas by the year's end. VOA's Doug Bernard explains that while the program is officially trumpeted as a way to promote ethnic harmony, the move is widely seen by observers as stepped-up surveillance of the Muslim minority that may instead fuel, rather than ease, inter-racial tensions.
