Planned vigils in Malawi failed to take place on Wednesday because of conflicting messages from the government and civil society. Civil society leaders had appealed for people to stay home for three days and hold vigils within their communities, but cabinet ministers and officials had also urged people to ignore the appeals and to go to work as normal.
